Avarua is the capital of the Cook Islands, a Polynesian nation in free association with New Zealand. The town holds 5,500 people on Rarotonga, the main island, while the full country counts 17,000 residents across 15 islands scattered over a vast Pacific stretch. It lies 3,000 km northeast of Auckland and 3,200 km south of Hawaii.
There are two ways to read it. As a town: low white buildings along the waterfront, the Punanga Nui Market on Saturdays, the Para O Tane Palace. As a Pacific outpost: 1965 self-governing status that keeps New Zealand dollars, New Zealand passports for citizens, and strong Maori traditions in language, dance, and titles.
Three reasons. The 1965 free association grants the Cook Islands its own government while New Zealand handles defence and foreign affairs, and every citizen carries a New Zealand passport. The Cook Islands Maori culture lives on in Reo Maori Kuki Airani, the Aronga Mana traditional leaders, and performances at Te Vara Nui. And the Aitutaki lagoon, 220 km north, measures 1.4 km by 0.4 km of shallow turquoise water ringed by 15 motus and voted among the Pacific's finest.
You are the kind if you like raw fish in coconut cream for lunch, cross-island walks that finish in jungle clearings, and evenings with ukulele and fire dancing. You are not the kind if you want crowded resorts, heavy nightlife, or overwater villas at Bora Bora prices. The proper pace here costs around NZD 250 per person per day; add flights to outer islands and lagoon cruises and the figure climbs to NZD 450 plus.
May to October brings cooler drier air and temperatures between 22 and 26 C. June through August offers the sweetest combination of steady trade winds and low rainfall. April delivers the Te Maeva Nui festival of dance and oratory. Two windows to avoid:
Rarotonga (RAR) lies 4 km west of Avarua and takes 10 minutes by taxi for NZD 25. Direct flights arrive from Auckland, Sydney, Los Angeles, and Tahiti on Air New Zealand and Air Rarotonga. Most visitors from the EU, UK, US, Canada, Australia, and New Zealand enter visa-free for 31 days. Around Rarotonga use the bus circuit, rent a scooter, or hail taxis. Air Rarotonga reaches Aitutaki in 50 minutes.

Scooter rental and buses keep transport costs low. Skip the outer-island flights and you can manage on NZD 250 per person per day. Add fine dining and private lagoon charters and the total exceeds NZD 600 per person.
